It's happening with Coinbase only and not all of exchanges that cater ETH because of the heavy load of transaction of it, maybe, or they just wanted to control or manipulate the sudden increase of ETH within the fast few weeks, with this issue it will surely affect the news, and ETH holds down in increasing after this incident.
