Experts: European Tourism To Recover No Sooner Than 2024

Euler Hermes experts believe that the current international tourism situation won’t come back to normal sooner than 2 years. This estimate is further reinforced by the recent poll conducted by the United Nations World Tourism Organisation.

Most of those surveyed believe that the international tourism market will recover to the pre-COVID-19 levels, at best, in 2023. However, 41% of those surveyed bet it won’t happen until 2024 at the earliest.

According to expert analysis, Europe will be leading the recovery in terms of tourism, even though North American and Asia-Pacific economies will be the fastest to rebound. Euler Hermes estimates that in 2024 Europe will see some 771 million foreign tourists.

In Europe the number of arriving tourists will keep leading the world, since it was Europe that saw the sharpest decline in 2020. The industry lost more than half a billion foreign arrivals, compared with 2019.

On top of that Euler Hermes experts predict more cooperation between EU countries aimed at lifting restrictions and optimizing travel.

Hotels Function As Dorms

Moscow hotels are the least vacant in Europe. In contrast with foreign tourists, Russians are booking up comfortable rooms in their capital’s hotels — for cheap. Mini-hotels and hostels are getting busy too. Competing with budget-friendly options provided by star-rated hotels is difficult, so they resort to becoming dormitories — renting rooms for months instead of days or nights.

Moscow is leading the hotel industry in terms of occupancy rates starting November last year. In that month some 39% of hotel rooms in the Russian capital were occupied, while in January it rose to 43.6%, says Cushman & Wakefield report.

This is currently the highest level of occupancy on the entire European tourism market. Even when the winter holiday season passed, Moscow hotels didn’t see a drop in booking rates that a lot of hoteliers had been afraid of. In February hotel occupancy rates reached 40-45%.

Tourism Prospects For 2021

The pandemic has hit dozens of countries, tour operators, hotels, airline companies, food companies and a plethora of other sectors related to the hospitality industry. The global tourism industry closed 2020 with some $3 trillion in losses from COVID-19.
 
The international tourism market was leaping forward before the pandemic. 2020 was looking to demonstrate 4% growth compared with the previous year.
 
Experts say that in 2020 the tourism industry was thrown back 30 years, losing over a billion travelers. They also estimate that the recovery should begin around the second half of 2021, but a full recovery to 2019 levels will take no less than 2 to 4 years.
 
A lot of countries relied heavily on the hospitality industry as a big, if not the biggest, source of income. International travelers and tourists, especially foreign, have always been vital in providing livelihoods for hundreds of thousands of people.

Georgia Is The Only Country To Accept Green Passports

In February, the Israeli prime minister met with his Greek counterpart for a talk that resulted in a deal which calls for citizens who can show that they have been vaccinated against the coronavirus to travel freely between the two countries — without any need to quarantine or test for COVID-19.

Similarly, two weeks ago Cyprus reached the same kind of agreement with Israel. Sources say the European Union is firmly against introducing “green passports”. Among the strongest opponents of vaccination certificates is Germany, in part due to its ambition to lead the recovery of the tourism sector that will help the economy spring back. The deal between Israel and Cyprus hasn’t yet been finalized, however.

The US has also rejected the Israeli vaccination certificate initiative. All entrants into the country still have to test negative and self-quarantine.

“Green passports” are granted to those Israeli citizens who have received two doses of the vaccine or recovered from the illness and are considered immune to the virus. This initiative is considered to be the key to reopening the country.

List Of Countries Open For Travel Grows

A report by the United Nations World Tourism Organization (UNWTO) says that in February, 69 countries were closed for international travelers. 73 more countries were partially closed. 70 countries demand entrants to either quarantine or provide a negative COVID-19 test.

The UNWTO report also says how countries are enacting stricter measures such as total border closures.
“Restrictions are only part of the solution”, says UNWTO Secretary General Zurab Pololikashvili. “And its application”, he added, “must be based on the latest data and analysis and systematically reviewed to enable the safe and responsible resumption of a sector on which many millions of companies and jobs depend”.

Due to the coronavirus pandemic, the list of countries that international tourists can freely enter only includes five countries: Albania, Dominican Republic, Tanzania, Costa Rica and North Macedonia.

Bloomberg Reports On Risk Of “Another Lost Tourism Season” In Europe

The European Union struggles to issue a universal Covid-19 immunity certificate for those who have either recovered or been vaccinated. This puts the start of the new tourism season in Europe at risk and forces countries to act on their own.

“EU member states are at loggerheads over the use of the “status certificates”, says Bloomberg.

Now the European Commission is working on creating a universal digital platform that will authenticate travelers’ health status. The system would confirm holders have recently tested negative, been fully vaccinated, or recovered from the COVID-19.

Beyond technical difficulties, there are legal hurdles before issuing such certificates. Besides, medical professionals are not entirely sure for how long the antibodies against the virus are active and for how long the immunity works.

Countries that are heavily dependent on revenue from the tourist sector are in support of covid passports. However, some countries, such as France and Belgium are hesitant about the move, Bloomberg reports.

5-Point Plan For Reopening European Tourism

The European Tourism Manifesto alliance, a group of more than 60 public and private travel and tourism organisations, today unveiled a series of joint recommendations for EU Member States on how to relaunch travel and tourism in Europe in time for summer 2021.
 
A summary of the recommendations to EU Member States includes: 

1 Creation of an EU Task Force to restore freedom of movement of people.

2 Coordination of travel restrictions: An improved and effective European coordination of travel restrictions and requirements, needed to facilitate the restart of travel and tourism and offer predictability to travellers as well as to travel and tourism businesses.

3 Testing: A harmonised EU framework for travel-related testing.

4 E-Health certificates: EU coordination of national initiatives is needed to avoid having different certificates.

5 Vaccination, or vaccination certificates, should not be mandatory in order to travel (once vaccination is more widely available), but vaccinated travellers or those with proven immunity should be exempted from entry bans, testing and quarantine restrictions in accordance with the latest scientific insights on the reduced ability of those vaccinated to still spread the virus.

This roadmap should help restore the travel industry.

The best European tourist destination this year is the city of Braga that is also colloquially called the “Portugese Rome”.

The annual top list is put together by European Best Destinations with user poll results. Over 600 people from 192 countries have participated in their survey.

Digital Covid Passport Required For Air Travel And Hotels

The idea of introducing digital vaccination passports is being discussed in Germany — the initiative is designed to help bring back social life, and that includes tourism.

Although at the government level the very idea of a Covid passport is a flagrant human rights violation, some tour operators and hotels are already preparing to bring into life.

As the German branch of Business Insider reports, the country’s authorities are looking into the possibility of introducing a digital “vaccination passport”.

European Commission On European Tourism In 2021

European holiday resorts are waiting and hoping for the upcoming summer season, even though nobody can make any solid forecasts.

“Tourist inflows won’t come back to the pre-crisis levels in 2021. Tourists will be coming back gradually, as the situation clears up more and more”, says the Commission.

In a Bloomberg interview, Paolo Manka, who runs the Felix Hotels chain in Sardinia, says he would normally see summer reservations at 30% by now as people grow weary of long winter nights. Instead, he’s looking at near empty books. “We need to be ready without knowing if we can open,” said Manolis Karamolegos, who owns Meltemi Hotels and Resorts in Santorini and is president of the local hoteliers ‘association.

The outlook will improve as vaccinations continue, with pent-up demand leading to more spontaneous holiday bookings. But the emergence of vaccine-resistant strains across the continent could scupper that Even if there’s a surge in last-minute bookings, the benefits won’t be felt evenly. The European Commission says they will favor destinations at home or within driving distance over places, i.e. domestic tourism will benefit from this.

Dozens of new hotels to open in 2021
