You are asking that a condition of the trade be that the escrow agent commit fraud if the seller were to cause problems down the line. In order to chargeback something via PayPal you must have purchased some physical good, and a twitter account is not a physical good, therefore they must lie to PayPal to attempt the chargeback (if it will have any chance of being successful).
Additionally, it will be very difficult for the escrow to know for sure if there are actually any problems with the twitter account down the line, so they would probably not be able to tell if it is appropriate to try to recover money from the seller.
