It is not a scam, the itcoins are on my wallet but impossible to transfer money that to my wallet because I do not know my private key and he asks me for the transfer

You can also include numbers that are not inside the range, say set the random number generator from #100 to #300, so when #110 is picked there is no winner and the prize can be rolled over to next week.

Looks like a scam to me, don't upgrade your membership and don't put anymore money into it .
