This is still not solve just to clarify like the other said better to check where you download your electrum wallet if not you are infected since you said your transaction you made is same time with the 2 btc send to another bitcoin address which is not yours.. Am i right ? if your computer is connected with internet while you are sending or you are sending in offline if you its the same PC there is possibility that you computer is infected or mostly there are people mistaken to paste an address?
For now i can say your bitcoin is impossible to recover if you don't have control to this address..
Maybe there is some glitches when using electrum 3.0 can you install lower version electrum 2.9.3 installer here http://download.electrum.org/
And install it let it sync and check if your bitcoin is there or still nothing..

Guys did you tried to install the lower version of electrum http://download.electrum.org/ i suggest try to install electrum 2.9.3 and maybe it can recognize your ledger nano
if still not i don't see any solution yet about this issue but my guess its a driver issue that is why its not detected by electrum..
Did you tried to change the usb maybe your usb was damaged that is why it can't recognize also try it in other OS instead try windows os if its working fine maybe your ubuntu os had problem to recognized your hardware wallet.. just like other ledger nano users experienced.

There are some other people who experience the same yours and honestly i experience too what you experience but i just recover it with my seed phrase and its working again..

I was looking for windows OS version of Json RPC for electrum but don't see any article from  google or any search engine. Because i was planning to accept bitcoinin my website and use electrum wallet as my wallet.
Looks like only works in debian/linux os.. But if you only had windows os in your side why not use the free 12 months trial of amazon aws you can start launch linux os in their ec2 for free and you can start your project to make your own payment gateway. Or use some third party like bitpay or gourl (for wordpress)
