No, it applies to everyone in order to withdraw hash you need to reach level 4 and they've put that condition for user-security.
Well thatīs sort of an issue Iīd say, at least I hope Airdrop- and Bounty-Participants have been / will be aware of that condition beforehand. This condition has been put by BetHash last month I guess because of some security issue their team thoroughly checked that issue and now they have put a limit on it. So, If they are working on user's security isnt that great that you bet without any worries and you are totally secure?
