since bitcoin is decentralized i doubt this, but if it is significant and he leaves footprints (like this thread) than definitely so.

So what? Even though Bitcoin is decentralized it doesn't mean he will avoid the jail (in the case he get caught somehow).
Bitcoin is not recognized as FIAT currency in almost all countries, so in the case you steal bitcoins you won't end up with criminal offense but in civil offense.
Example: you steal 10 smartphones from 10 guys it's the same as stealing 10 bitcoins from 10 guys.
I agreed that bitcoin is a decentralized currency but OP might not get away with fraud in case he does any because bitcoin transactions are now traceable.

U might not even get 10 EUR after bank fees.

BTC-E has been like this for years. As mentioned above in one of the previous posts, it might have something to do with the fact that it is fairly difficult to get fiat currency into your account there. If I want to have a certain amount of fiat currency there, I just deposit BTC and sell it there to get $ in return. I have been doing this since early 2013. Best and fastest manner if you ask me.

Do you mean you can get fiat out of their exchange easily but it is difficult to send fiat to BTC-E? Wonder why.
I dont know the kind of fiat that you are talking about here but it is very easy to fund your account with various online currencies like perfect money (PM)
