I always wonder How Cryptocurrency rates especially BTC Fluctuate so quickly?
Because especially compared to other assets like gold and higher-cap stocks, liquidity is a lot lower with bitcoin. Stocks and gold has existed for so long already that a lot of people and a lot of machines are trading them back and forth a lot of times on the daily and there are far more buy/sell offers on the market that it will take a lot more to move the prices of these assets. As with bitcoin, it's just more than a decade old, and is very very easily affected by news and rumours knowing that a lot of people that are buying and holding bitcoin never traded anything in the past before(hence mostly far more inexperienced with investing in general, hence easily affected by their emotions).

I mean is there any system on which there rates are decided? If so, what is it?
Assuming you're referring to prices from sites like Coinmarketcap, the Coinmarketcap price of bitcoin and other cryptos is the average of these coins' prices on exchanges. If you're talking about specific exchanges, then prices of coins are decided with the latest executed buy/sell trade offer.

BTC shot up so high so fast in 2017 because it was overly hyped that even people who don't know a single thing about it just registered a Coinbase account and did a buy order.

So you're question is: "Why.... it is not boost up again.......". Simple, it's because not that much people are buying bitcoin. And if you're not willing to wait for another price rise that's hopefully a lot more sustainable, then go sell your bitcoin. Investing is not for the impatient.

In summary:

With custodial or "normal" exchange trading, you send over your funds to wallets these exchanges control. Making trades instantaneous, but leaving your funds more susceptible to hacks.

On the other hand, with non-custodial or "defi" exchange trading, you're going to use and connect your non-custodial wallet(e.g. Metamask, MEW, etc) to these non-custodial exchanges for you to be able to exchange your coins/tokens. Downside being you're going to make an on-chain transaction after every trade(which can be slow and costly, because fees), but with an advantage of putting your funds at less risk of hackings.

Depending what you mean by "Bitcoin is predictably a guarantee", it's definitely not, simply because there are no guarantees. Even as a person who has been bullish on bitcoin for years, I like to think really realistically and acknowledge that there are things that could significantly affect bitcoin in a negative manner.

I think most of us has been using google products from our smartphones(devices) to software and application. Google had this all for its consumers and I think privacy avoiding concerns would be difficult because of these things around unless you live in the mountains and does simple living with no gadgets and internet.
I'm personally using some software that has privacy concerns to a certain extent, but since a few years ago, I've tried my best to stay away from Google as much as possible. On the top of my head, YouTube is the only Google product I'm using right now, because unfortunately there's literally not a single competitive alternative. I heavily suggest people to follow suit and sort of "de-Google" their life.

In my case, I am not actually scared of these privacy issues unless it affects my daily living like being dependent on it that much. I think privacy concerns should not be worried to  its users. Being cautious still must be observe to avoid hacking/phishing applications or malware.

It's not really that surprising to be honest. I think it's pretty safe to assume that most of Google's engineers are actually just following orders on what to build from the higher ups.

With that said, I really hope Google(and Facebook) faces more and more antitrust class action lawsuits. I just wish the congress would ask more questions that actually made sense. Context: https://www.youtube.com/watch?v=k6lWCoihobU

If you want to be safe, I usually use linux to make transactions, etc. because linux is more secure than keyloggers and others

The operating system you're using is just one of the factors ff the security of your funds. Sure you can use Linux, and theoretically Linux is more secure because malware mostly targets Windows devices anyway, but some of the less-technically knowledgeable people tend to execute random shell scripts they've found on the internet without  knowing for sure what the script does. It's pretty much a double-edged sword.

Not only that, what's worse is that they're only in it for the money(this itself I don't mind as people can also speculate with bitcoin in the long-term), and they're expecting to actually make money in the short term. Which as we know, betting short term on bitcoin is pretty much a gamble.

Can anyone answer if the wallet could be freeze (like one could not transfer funds) by the developer of that wallet if the authority will ask especially if it is a hardware wallet like electrum?

It's not necessarily due to the wallet, but the stablecoin projects themselves(besides DAI/SAI) has an option for the developers to lock up stablecoins even in your own non-custodial wallet. I created a thread specifically about this last year: https://bitcointalk.org/index.php?topic=5204055

And no, Electrum is not a hardware wallet.

How did you say so? If anything, $8000 level prices aren't really that unlikely(though I'm definitely not saying it will drop down that low, because no one knows). Significantly bigger levels of price drops(15% or more) aren't really new, and definitely not out of the ordinary.

I do realize that, but this drop is not something that you can take your eyes off, was just wondering what happened or any explanation for it.

Price drops doesn't need explanations. It could simply mean one thing: more people are simply selling bitcoin compared to buying. That's pretty much it. Sure we could speculate what could have probably caused the sell off, but there's literally no way we can know for sure anyway unless you go and ask every single person trading on exchanges.

Spend your time doing something else instead than trying to guess what happened, because it already happened anyway. It's not like you can reverse what happened.

I think it is necessary to include gold and silver in this ranking. Any ranking that compares Bitcoin to money needs to include them. This strengthens the idea that Bitcoin is also an excellent store of value.

While I agree that it's more accurate for bitcoin to be compared to gold, the topic is about comparing bitcoin to other currencies though(obviously gold is not a currency), not necessarily other assets in general.

Completely depends sa fees na ginamit ng hacker. And yes, pwedeng days ang transaction kung sobrang baba ng fee na ginamit. Chances are though, dahil pwede ngang maisalba ng victim ung funds through doublespending, chances are, obviously gagamit ng higher fees ung hacker para ma-confirm agad ung transaction at the next block.

Ah, classic. If you're a long term holder, why are you so affected by a price drop? It's not like price drops are anything new with bitcoin in the first place. If anything, price drops like this are great opportunities to stack up some more.

Yep. I wouldn't be fine with this if I would end up needing using centralized exchanges to buy the bitcoin, but now that we have platforms such as Bisq and Hodl hodl? there's pretty much almost no difference(besides the slight hassle) just earning the fiat and buying BTC peer-to-peer.
