The question is will the new rules concerning ICO's in France result in a cumbersome and expensive bureaucratic process that will kill of the few ICO's coming out of France? Given that they have handed the job to the stock market regulator it is quite likely that will be the result.

Jeremy Rubin is not a source I would put much faith in when it comes to pronouncements about Ethereum. He is still angry that a tweet that called one of his projects a scam was liked by Vitalik Buterin. He even wrote a blog post about it. https://rubin.io/blog/2017/09/01/ethereum-censorship-fuck-nazis/ Sorry, but this guy talking about Ethereum is about as credible as Roger Ver talking about Bitcoin.

I would say that you should not over think the timing. If your project is good and you have developed a strong team behind the project you will be able to raise what you need. If you are waiting for the irrational exuberance of last year to return you may have to wait a very long time. Now is the new normal and there is no predicting if things will improve in the coming months or years.

10% is excessive. It would make me think the project has something wrong with it.

I go through a due diligence process to assess any project before I get involved. I look at the information on the webpage, white paper, github and social media channels and then try to verify that information through third party sources. I would recommend ETH, but not BTC or XRP. Ethereum is currently suffering the hangover from the irrational exuberance of 2017 and a record level of people selling it short. It is trading way below what it should and as short interest wains it will rise in value. This makes it a good buy for the long term investor. Bitcoin has pinned all its hopes on the acceptance of ETF's. Since Bitcoin is digital gold whose use is a store of value created by scarcity, it is hoped that having large portions parked permanently in ETF's will drive up the price. The SEC has shown no indication that it will ever agree to this and so Bitcoin will languish. XRP's value is built on the premise that it will become the defacto currency of the banking industry. It is unlikely that the banks will ever use a system that they do not own and control like SWIFT.

When given a choice I will always prefer to use a decentralised exchange over a centralised one. They are safer as you are less likely to lose your coins to a hack. I have seen centralised exchanges suffer losses from failing to manage margin properly and then help themselves to peoples coins to make up the loss. If your coins are on a centralised exchange you no longer have control and are at the mercy of the exchange owner. Very often you will hold coins on a centralised exchange and the owner will lend your coins to people shorting.

If you had sold your 10ETH when you first posted you would have received $6900. Right now you could get 36.5 ETH for that price. Mind you, that kind of trade is only visible in hindsight. Would following that strategy now lead to a similar result? Probably not. But here is a strategy that will get you the result you want. Every week buy yourself a new ETH from your wages and in 40 weeks you will have reached your goal.

Instead of crying for the government and regulators to come keep you safe take some damn personal responsibility and research the project before you buy into it. If you get scammed it's on you for being gullible and not doing proper due diligence.

Could not agree more, I have been involved in over 200 ICO's in the last year and only had 1 that ran away with the money. Doing a little bit of due diligence before you invest can save you a lot of heartbreak later. It really is not that hard. If they say they have a product go check their Github. Go and Check their LinkedIn profiles. If they claim to have been working for a few years and don't have endorsements for skills they are probably fake. Do a few simple checks and you can eliminate 90% of the scammers.
