What exactly do you mean by "spamming the report here on forum"? If they're breaking forum rules you can report them. But if they're just using bots outside of the forum and reporting to bounty threads here then the most you can do is PM the bounty manager and hopefully (but unlikely) get them removed from the bounty. You might also get cheaters red-tagged by DT if you can prove it. But moderators will not police bounty cheaters.
I mean, they use bots on social media (yes it can be proven) once they the bot complete the weekly activity, they spam here on forum hundred of reports done by the bot.

I do not know if it's a good idea to have a collection of these managers. I try to explain myself better and explain why I think it would be better to have only one database for the results of these managers. In the forum there are too many managers, could be even a hundred and some of these are "private" managers who work directly with the team of the ico (and not managers to manage many ICOs), other managers had only managed two or three campaigns. I do not know if the comparison of people who managed and manage thousands of users (or mulliaccount) with people managing only 1 campaign and 20/30 accounts produces a reliable result. I think it makes more sense to make a list of managers based on how many bounties they have made or are managing and how many scams have been detected and what they have done to prevent the scam and / or what they have done to prevent users from using multi account. Keep in mind that this is a personal idea and that it can therefore be wrong but has the purpose of wanting to be constructive.
Back to the question of OP, if we must consider managers who only do campaigns where quality over quantity is rewarded, we can count on a dozen or less active currently.

On this week a lot of accounts had 1 merit to rank up from sources, friends and abusers. Next week the number it will go down around 5k. 1 merit is fine for Junior. A small ask for the reward of moving up a rank, but it's not sufficient to get a signature and start earning here. We should try ten merit and becoming a Member before you get a sign and see how that goes. I think it would help enormously, but we could keep upping the requirement over time if it's not helping much. I'd really like to see how many users could get 100 merit before they can start earning here though. That would really sort the wheat from the chaff and the shitposters from the great posters. Only those who have contributed something significant here would be able to earn then and the forum would be a much better place for it.
It can be ok, but with 5 we have an easier task for finding abusers and sellers.

Good warning OP. If newbies buys merit they may possibly have the account with negative trust from the DT network, and then the money spent to buy the merit, will be spent for nothing. Very important to say is that the transactions are one-way, which is why if you give money it is not said that eventually the merits arrive. This is an easy way to scam people with promises of merit that they will never get.

Generally in most cases accounts are banned for plagiarism and if this and the case you can not do anything about it, it will never be unbanned.

The quality of a post can not have a fixed standard since it is an individual element and for this reason it is influenced by several factors including, the quality of a post, the unwillingness to use the merit key, personal emotional state etc. Generally these values should not be "influential factors" for a merit source. I can say that a post awarded, should be a post that is useful to the community with which you can also disagree but that has as its purpose to help the community.

Il prezzo leggendo in giro sul forum è da 10-15 $ e ci sta gente che ne ha migliaia da vendere. Sarebbe molto figo se theymos mettesse 5merit come rank up, sarebbe molto più facile seguire gli abuser/sellers.

An account created 20 mins ago is already writing about the merit, why don't you post with your main account. Whatever, yes we need more merit required to rank up, or a decay every few weeks. Probably the 1st is better.
