it is a bit subjective, especially if you ask all teams that went down on penalties series in football against Croatia on last two WC's but overall, it is probably a better system for quality, although I would prefer one bracket system, it brings more surprises, which is something I do like, and that brings sport more to life situation, you often don't get second chance in life too
