Because if it doesn't take place here in the open, it will take place somewhere else without most users being aware of it - so in short, it's allowed because there is no effective way of stopping it. But users engaged in these activities will still often get negative trust (as, in my opinion, they should). admins can simply perhaps check on the ips used to log in to accs and know if they were changed? So I can only log in from home? Or only from work? Or only on my phone? Or my hotel? well makes sense actually

I don't think that would work - people with dynamic IP, using Tor, vpn, and so on, could get in trouble for no reason if that was the only criteria. then why not disallow vpns? and no if someone has a dynamic ip, and logged in through 2 ips of the same connection, you can tell.
