Amnesty Reports Dozens of Venezuela Torture Accounts



Amnesty International has received dozens of accounts of torture allegedly carried out by government security forces in Venezuela since protests that have left at least 37 dead broke out in February.

“We’ve received reports from detainees who were forced to spend hours on their knees or feet in detention centers,” Amnesty wrote in a report, adding that other Venezuelans said they suffered sexual abuse and threats of murder. “Inhuman and degrading treatment inflicted on detainees appears to be intended to punish them for their involvement, or suspected involvement, in the protests,” Amnesty said.

The unrest started Feb. 4 when students demonstrated against a lack of security at their universities, sparking nationwide marches organized by political opposition leaders eight days later over issues including rising crime, shortages of basic goods and accelerating inflation. The unrest has persisted almost nightly as protesters clash with the National Guard and armed groups that support President Nicolas Maduro.

The government and members of the opposition must make a commitment to human rights and the rule of law, according to the report, “Venezuela: Human Rights at Risk Amid Protests.” Amnesty based its findings on interviews with government officials, human rights organizations and lawyers, alleged victims of abuse and witnesses of violence during protests.

Venezuela’s Information Ministry didn’t respond to a telephone call and e-mail message seeking comment on the report, which was made available in Spanish to reporters yesterday under embargo.

‘Cruel Treatment’

The government is investigating two cases of torture and 75 of “cruel treatment,” the Public Prosecutor’s office said yesterday in an e-mailed report, adding that 17 members of state security forces had been arrested.

“Human rights are respected in Venezuela,” Public Prosecutor Luisa Ortega Diaz said on state television March 28. “We’re going to investigate.”

More than 550 people have been wounded during the unrest, including anti-government protesters, Maduro supporters and bystanders, according to the London-based human rights watchdog. Eight members of the National Guard are among the dead, Amnesty said.

Amnesty since Feb. 12 has received reports of the use of pellet guns and tear gas shot directly at protesters at short range and without warning. Such practices violate international standards and have resulted in the death of at least one protester, it said. Demonstrators detained by government forces at times have been denied medical care and access to lawyers, Amnesty said.

‘Chemical Toxins’

“Amnesty views with worry the use of chemical toxins in high concentrations,” the non-governmental organization said. It recommended that all government security forces receive training on the correct use of force in protests and that operational plans to control public order be changed to comply with United Nations norms.

Amnesty called on Venezuela’s government to conduct an “exhaustive, independent and impartial” investigation into all reports of human rights violations and guarantee that detained protesters have access to lawyers, family members and medical care.

Amnesty expressed concern about Maduro’s March 5 statement urging supporters to take to the streets and stop opposition protests as well as the use of barricades by protesters and pro-government forces to shut down city avenues.

Elected last April to succeed Hugo Chavez, who died a month earlier from cancer, Maduro is struggling to slow the world’s fastest inflation and stimulate gross domestic product that according to analysts polled by Bloomberg will contract in 2014. The economic woes put into question past gains that have benefited the poorest of society, according to Amnesty.

“The grave situation the country faces today could have been avoided if the government had prioritized the promotion and protection of human rights, strengthened institutions that support the rule of law and fought high indexes of criminality,” it wrote.

‘Electric Shocks’

The Human Rights Center at the Andres Bello Catholic University in Caracas is aware of 30 cases of torture or bad treatment in Venezuela since protests started, Beatriz Borjas, a lawyer at the organization, said by telephone yesterday, adding that 27 of the cases involved students detained by state security forces.

“There are two cases that involved electric shocks, two cases that involved pepper gas and another two cases where they were doused with gasoline,” she said. “We’ve found there to be systematic conduct on the part of the state to inflict inhumane treatment on detainees because of similar reports from different days and detention centers.”

Marco Coello, an 18-year-old student in Caracas, was detained Feb. 12 and tortured by security forces after participating in a march for the first time, his mother, Doris Coello, said today by telephone. After being detained by plain clothes officials who did not identify themselves, he was taken to a basement and at gun point told to sign a confession stating that he had burned cars after the protest, she said.

The Public Prosecutor’s press office didn’t immediately respond to telephone messages left by Bloomberg News seeking comment on the allegations.

“They told him that they would kill him if he didn’t sign it,” she said, basing her account on conversations with her son. “He started to cry, but he wouldn’t sign it. They then wrapped him in foam sheets and started to hit him with rods and a fire extinguisher. Later, they doused him with gasoline, stating that they would then have evidence to charge him.”

Her son remains in jail, and authorities by law have until the end of the day today to file formal charges or release him, she said.

Solid evidence from NK? I remember the images of starving children back in the days on TV. I am sure it is not too difficult to find unsing google. Obviously everything can be counter argued as fake and american propaganda without any solid evidence also.  So why bother. People escaping to China sai to be witnesses. Again could be actors hired by Foxnews in the 90s before the foxnews channel ever existed.

Saudi Arabia has officially identified atheists as terrorists in sweeping new laws that threaten up to 20 years in prison for almost any criticism of the government or Islam.

The regulations place secular citizens who commit thought crimes in the same category as violent terrorist groups such as Al-Qaeda’s Yemen branch and Saudi Hezbollah.

Under the new decree by King Abdullah, Saudi Arabia will jail for up to 20 years anyone who fights in conflicts abroad – an apparent move to deter Saudis from joining rebels in Syria.

But the law also applies to any Saudi citizen or a foreigner residing in the kingdom that ‘calls for atheist thought in any form or calls into question the fundamentals of the Islamic religion on which this country is based.’

The laws have been denounced by human rights groups for making no distinction between religious expression and violent extremism.

‘Saudi authorities have never tolerated criticism of their policies, but these recent laws and regulations turn almost any critical expression or independent association into crimes of terrorism,’ said Joe Stork, deputy Middle East and North Africa director at Human Rights Watch.

On the deadline to sign up for health coverage through Covered California, some hearing-impaired residents were sent to a chat line offering ‘hot ladies’ instead of an insurance navigator.
With the deadline looming, an Auburn man scrambled to sign up for Covered California.
A page on the site where users can calculate the cost of coverage lists an incorrect phone number as 1-888-899-4500. The number, which was correct on the Contact Us page, is similar, but just one digit off: 1-888-889-4500.
So what does the incorrect number go to? This is what greets callers instead of health insurance advice:
“Welcome to America’s hottest talk line. Ladies, to talk to interesting and exciting guys free, press one now. Guys, hot ladies are waiting to talk to you. Press two to connect free now,” the recording says.
Jeff Brown admits he dialed that number, thinking he was signing up for health insurance.
He logged onto the Covered California site just hours before the March 31 deadline. He filled out all the boxes, and then he says a box popped up saying he needed to call a 1-800 number.
He says when he called, all he got was a busy signal. He decided to try the number next to that, a TTY number for the hearing-impaired.
“I’ll try this number again just in case I dialed it wrong—same thing,” he said.
A Covered California spokesperson declined an on-camera interview, first saying by email, “We’ve never had the incorrect number on our site.”
A screenshot captured by CBS13 shows the incorrect number as it appeared on the site.
Later, we would get another email saying in part, “…After investigating it further, we are reviewing the shop and compare tool as an incorrect number. We’re currently working to correct the problem.”
The mistake has since been fixed on the Covered California website.
“I guess it’s an honest mistake,” Brown said, “but websites aren’t that hard to keep up right.”
The Covered California spokesperson would later say the issue was isolated and only appeared under certain circumstances, but wouldn’t elaborate.
Some users hurrying to sign up on the last day for Covered California ran into issues with the state’s site, saying they had to sign up in person.

 The federal website for U.S. consumers to enroll in private health insurance under Obamacare ran into problems twice on Monday because of a surge of people trying to access the site hours before a midnight deadline to sign up for coverage.

Technical issues that barred access to HealthCare.gov for several hours throughout the day underscored the frantic last-minute pace of an enrollment process that could determine the ultimate success or failure of the healthcare law that represents President Barack Obama's domestic policy achievement.

More than 6 million people had signed up for private health coverage through the new Obamacare insurance markets by last week, surpassing a target set after a disastrous October rollout called the enrollment process into question. With daily volumes continuing to surge, analysts believe the final tally could approach or even exceed an original goal of 7 million.

"We admittedly had just a terrible start because the website wasn't working, and despite losing effectively two months, we are going to be reasonably close to that original projection," Obama said in a CBS Evening News interview that was taped last week and broadcast on Monday.

A successful enrollment would give an important political boost to the administration and its Democratic allies, who are locked in an election year battle with Republicans over the future of Obamacare.

"No one expected us to come back from the brink," White House spokesman Jay Carney told reporters before the broadcast. "But we have. And I think that merits noting in your reports."

Analysts say the total enrollment is less important than the number of healthy policyholders in the marketplaces, which have probably attracted large numbers of older people and consumers with pre-existing medical conditions, who are costlier to insure. Obama told CBS that young people, who are generally healthy, were signing up in larger numbers late in the enrollment period, as expected.
