Using this guide, you can enable Tor for your own Vootcoin wallet.

Step 1: Download the Tor proxy software

Step 2: Unzip the software into an easily accessible folder.
Step 3: Run tor.exe

Go to Settings->Options->Network and fill in “Proxy IP:” with 127.0.0.1 and “Port:” with 9050.

The whitepaper is done but i am yet to reach an agreement with them about payment. This will be resolved asap but I have cold so I can't stay online due to their opposite time zone.

In regards to TOR, i already paid out the bounty they should implement it by Wednesday. 

Don't they deserve their privacy? Do you consider family members / co-workers account as puppet?

I have seen an account that has no connection to the linked puppet.

However, publicly showing puppet account of people is not cool. I just contacted someone that I saw his puppet usernames. You should have it hidden or just removed it.

What if you were wrong? How are you going to compensate the individual?

What method are you using to detect those account?  Scanner?
