It's a tremendously clever marketing move by casinos; what they spend on this will be offset by bets made on their own sites. Here in Brazil, we have public Wi-Fi on the streets and busiest places. I don't think it's safe to use for financial purposes, such as gambling or banking, as it's not a secure network. But it's a possibility if the gambler doesn't have a balance with their phone provider. I believe it would attract a large audience here!
For me, it's a great marketing strategy. I don't see it as exploitative; it's an initiative no one had thought of before. To say it's negative would be hasty, it is necessary to wait to see the results of this action.
