You might be right at some point but based on my personal experience there are still certain public school that still uphold a standard decipline, most of this issues should only be talked about within an area and not to be generalized. Reason being that most public schools are standard compared to most private schools. Parents that don't have enough money for their children's education would prefer public schools because their fees are less and their discipline is high.
In my location, the most disciplined schools are public schools and their teaching tactics are professionally monitored by the board of education, students are well trained and taught. Students graduate with a flying colors except the one's that decided not to be useful in life and lack that self development we don't have to expect everything from the schools parents and the said student also have lots of work to do and of course we can't dispute this fact. I went to a public and am proud of whom I am compared to many that went to public schools.

Do you think parents are happy not giving their children the best? No parents will give their children substandard, low quality if they have enough; parents only send their children to school where they can afford.
