And what about manufacturer refurbished GPU?? I found the big difference in price between new and manufacturer refurbished at dhgate.com and it's chinese seller. Should I trust him/buy manufacturer refurbished GPUs?

I would go with the dual fan model. Better card, better cooling and better resale value. The dual fan is only $10 more on Amazon.

The other difference is the 1050 Ti single fan typically won't use a 6-pin power connector, where the dual fan model may need a power connector.
