Win7 is also good, there is no need to use malware-like Win10.
Old multicore CPUs are also good (and cheaper). AMD FX-8350, for example. Though I doubt that someone needs such computing power for staking.
16 or more Gbs of fast RAM is necessary, so as 500+ Gb SSD disk for blockchains.
