The only issue with a sub-board like that is the same issue that came up when a board for rants was proposed:
People want to have their sob stories/spam/rants/whatever read by people. If there's a specific sub-board for that, then less people would read the stuff that is posted there. The ranters wouldn't like that, so a sub-board would be a bad idea.

It makes sense to switch to Litecoins when GPU mining and sell LTC for BTC
Or PowerCoin - it's still relatively new and mining should be easy; if the value goes up, you can exchange it for Bitcoins.

Please take your begging somewhere else, as well as your spam.

I dont think this 5 posts 4 hour rule is any good its a pain in the ass and spammers/scammers are still going to make accounts.
The 4 hours, especially, makes it even more of a pain in the a** for scammers. Most scammers are going to be too lazy to go through the process of setting up an account, making 5 posts, and reading the forum for 4 hours. You also overlook the point that the 5 posts / 4 hours rule also helps with the purpose of making new uses familiar with the forums. This system cuts down on duplicate messages, since the new user has been able to read more posts on the forum. As you said, scammers are still going to make accounts, but they won't be able to post on them.

I was not sure, like many people on this thread, if Ripple was a scam. Then, I realized: - Even though the creators of Ripple say that it is open source, it actually isn't.
- You don't have any wealth in Ripple's system - you just have debt.
- Ripple has already been 51% attacked by its creators.
I would stay away. As far away as possible.

It seems like you have to submit a considerable amount of information, like your credit score and passport, to get a decent "reputation score".
