The fee is to low for VIAbtc to processes into there block.. This is why you get this message when you attempt to add the TX to the list.
You will need to wait for this transaction or check if Parent pays for child is available.
Even VIABTC have limits for using accelerator your TX fall outside this realm at this time.

You can try free accelerators such as ViaBtc. I know they have a minimum fee in order for them to accelerate it, which I can't remember now, but you can always try the other services which have varying criteria for accelerating the transaction. ViaBTC also has a max limit of submissions each day which have probably already been used.
