What does serverless mean with regard to blockchain projects? In blockchain, instead of servers there are nodes, so they are all serverless.

Korea plans to allow ICO which should be bullish for ICON. Is there a central place where all ICOs on ICON are listed? I found a list here: http://icosnitch.com/icon/

I'm trying to understand how to classify Ethereum-like projects: ones where you can create Smart Contracts, DApps and tokens.

I've seen these classifications:
Smart Contract Platforms
Blockchain Platforms
General Purpose Blockchain Platforms

It's confusing because some projects don't conform to all 3 names.

Stellar has smart contracts, but they are not turing-complete, so I guess you can't call it "General purpose Blockchain platform".
Hyperledger Fabric calls their smart contracts "chaincode", so can you call it a "Smart contracts platform"?
Lisk as they say is not a smart contract platform, but in the end it enables smart contracts.

I think "Blockchain platforms" is sometimes used much more broadly, not just for smart contracts platforms.

Wikipedia usually lists these projects as "Blockchain platform featuring smart contracts".

In the future, will it eventually be possible for anyone to create a project with its own blockchain on Icon, without requiring permissions?
