Apparently new developers took over the project.
They released GUI wallet and new website upon announcement of taking over bitcoal project as developers.
Look at how many cryptonote coins have GUI wallet and how much time it takes them to create one, these new devs released it on the same day they announced they are new devs, this tells me they are serious about the project.
You can see their announcement on page 22 or here is the quote:
Because this project has been abandoned (attempts to contact thread OP failed), we have decided to step in and maintain the project ourselves (members of community).
The official website is now expired, so we have set up a replacement http://getbitcoal.org
Also, we have worked on porting over the bytecoin gui wallet to use the forknote codebase with an embedded config and now have a working standalone BitCoal GUI Wallet for everyone:

Available for Windows and Linux (tested). Easily mine bitcoal directly in the gui, explore blockchain, send receive, tx history etc.
Still compatible with forknote, we have updated seed nodes on the official forknote configs repository https://github.com/forknote/configs/blob/master/bitcoal.conf
We will see about making another thread or if a mod can update information in this ANN.
