You can transfer it via some exachange system.
There are many types of altcoins today, so some of them exchangeable and some of them don`t have an ICO if i get it right

I came to the conclusion that there is no definite resource for buying bitcoin, and it may be even better to buy
bitcoin through several other currencies. Sometimes it turns out cheaper (for example JPY -> some other currency -> some other currency -> ... -> bitcoin).

Buy on localbitcoins is also based on the seller's rating and on the type of payment.

I think because the state of each country tries to control as many areas of the economy as possible.
