What is considered top holders - top 100, top 30? Or as written in whitepaper 1000? Now only 444 addreses with HWL exists.

From whitepaper: Estimated number of HWL to ​be​ a ​top holder on January 1st: 700
Do we must have 700 HWL to be one of the top holders or it is just estimate? Because only 13 addresses have that much including main address with 99% of tokens.
