Which card is giving you lots of rejects? If it's the 7950 then try lowering the core clock a bit, like to 1050. I've found that once you get near 1100MHz is when you need to increase your voltage.
And try different thread concurrencies -- something like 21000 or 24000. To get the highest hash rate with 7950s you need to increase both the core and memory frequencies. There isn't a special ratio like with 7970s (0.575757 is what I've found to be the best).

7970s need "-g 2" for the maximum hashrate. You'll need to run two instances of CGMiner with "-d 0" and "-d 1".

You should be able to overclock with different GPUs. I had a mix of 7700/7850/7950. Try reinstalling all of your drivers first and if that doesn't help, uninstall MSI AB and reinstall it (delete all your profiles too).
I found that Windows 7 handles drivers a bit different than Windows 8, where you almost have to reinstall your drivers in order to get other cards to detect properly. Windows 8, other than the damn Metro UI, works great in that regard.

What did you do to the first card? new sink/fan?
It's a reference HD 7950 with the shroud removed. It may have lowered his GPU temps a tad but he needs to actively cool those VRMs.  |

One for my 7970s and the other for the 7950. You can't get -g 1 to work with 7970s, even if you use commas.
