The top two exchanges in my opinion, and this is just from my personal experience, are coinbase.com and bitstamp.net. Between these two exchanges, especially if you can make a wire transfer and ACH transfer, or a SEPA transfer in Europe, you should be able to buy Bitcoin on either of them.
Coinbase is available in 30 plus countries and I think that you can use Bitstamp in most of the world if you can make a wire transfer over there.
Kraken.com and gdax.com may also work for you, as well as gemini.com and xbtce.com.
Finally, you have localbitcoins.com and wallofcoins.com.

Considering eventually even the cheapest one might cost over a million dollars they will have to be

Kraken seems to well work if you're in Europe. ID verification can be a pain though and the site is unreachable a lot due to high traffic so not the best place right now if you want to trade on short notice.

You just be very careful and if you are talking about scams in ICO telegram groups, never send money to links, that a user claming to be admin, offer you saying it's official one. Happened to me once, but I was aware of such scheme

Yes. But it’s a bubble wrapped in techno-mysticism inside a cocoon of libertarian ideology. It’s a bubble, but it’s also something of a cult, whose initiates are given to paranoid fantasies about evil governments stealing all their money (as opposed to private hackers, who have stolen a remarkably high proportion of extant cryptocurrency tokens). Journalists who write skeptically about Bitcoin tell me that no other subject generates as much hate mail.

I think you should find charts and more info if you 're planning to use such an agency. And ask them to show you examples of their work. And ask them to give you a list of ICOs they launched.

Here's what I think might be added to this list:
Reddit Twitter Blackhatworld Cryptocompare Facebook is a must Instagram perhaps

Are you launching an ICO?
Our project is way far from ICO right now, but we're considering this option, yes

And also now to get from junior to member you'll need to get 10 merits

Guys, I'm wondering, what's the best PR and advirtising practice for an ICO? What do you think is dicent and what is bad quality? How to find right professional to do it?

Of course it it and it will be next year for sure.

I'm afraid, that every small start-up has to hire a marketing agency to conduct ICO because of too many tasks and pitfalls about which a technology company may simply not have a clue

I myself favor Binance as they provide you with 0.1% fee Binance exchange is no doubt the best in 2018 because the exchange has been doing a lot of things to become the best since Q4 of 2017 and in the year 2018 binance exchange emerge as the best exchange.
If you need a hardware one, then it's definitely Trezor
