Everything is falling a price right now so I don't think it's related to NEO. Right now only ETH and NEO have a working smart contracts that are tested by ICOs. It's more centralized than ETH is but it's moving forward to decentralization and added new block producers (like CoZ team). Guess the price also related to the attitude to the crypto currency in China. IF it's allowed I think that the NEO will be the first alt coin that's tothemoon
