I am suggesting an ETH ICO to fund this.
Legalities aside, an ICO wouldn't work because the creditors are owed money based on how much they hold at btc-e not how much they invest in this theoretical ICO. What is going to happen is someone is likely going to launch a class action lawsuit and some lawyer is going to take it up on a no win no fee basis and all anyone will have to do is sign up with their details.
