I guess no one knows for sure - but I think it will be likely the second half of Feb if the Chinese New Year has influenced the dip (ref - http://cryptocurrency.anythingportal.com/2018/01/the-annual-global-cryptocurrency-dip-is.html)

Considering this dip has happened for the 4th year in a row and there is plenty of good tech in coins being released this year I would say this is bargain time before 2018 takes off.
