Can someone explain why the difficulty changes based on my hashrate in a pool. Shouldn't everyone who are mining LTC have 1970 in difficulty?

I am in need of x1-x16 and x16-x16 powered risers and I would need them quite fast, hence why buying from US is a bad idea since the shipping takes weeks. Therefore I am wondering if anybody knows someone in Europe that sells those risers.
