Yes a stellar address does require 1 lumen to be active and 0.5 lumen to create a trustline to receive assets on the stellar network. This is to reserve the wallet address on the network. We do realize this is different compared to most other wallets and blockchains. Stellar does reduce this amount over time (it used to be 20XLM). Transactions fees remain below $0.01 for large or small transactions. The stellar network doesnt experience congestion and the transaction fees remain the same whether there is low or high volume on the network.
