Yes, if you hold LTC in a wallet where you have access to the private key you can claim your 10:1 LCC/LTC when litecoincash releases their wallet in a few days. The only exchange that is allegedly forking the coins for you is mercatox so you'll want to just do it yourself to lower risk. Just make sure your private key is empty of the LTC you held through the snapshot on Sunday when you import it into the LCC wallet. I hope you understand now
