You can only post once every 360 seconds to start and there are a few other things that trigger this timer such as logging in and searching.
As a newbie and jr member, you need to wait 360 between each posts, and logging in and search as well.
I can't seem to find any reference to the IP message in particular in the sticky. I found other people complaining about the issue in other threads...
