I feel sorry for insulting administration and moderators. But i still disagree with asking "fee" from newbies. There should be alternate method, should be choise how to add in white-list person, which registered from banned IP. For example:
Some special button that can be clicked after the day after registration, called something like "please, let me join to forum without fee". Then, wait within day and if the number of such requests from this IP is not much for this time (to make sure that this is not a bot) send to user e-mail with verification code, which user must enter with virtual keyboard (make entry difficult for bots) from his user-profile page. And this procedure permits posting only to this person, not everyone from this IP.
Just an example, this can be done in another way.

It is, but it's not my fault too, that the internet became unfree. I registered new account from new clear IP and seems forum don't block me even if i log in from "bad" proxie IP (like browsec extension for chrome). I'll start from scratch acquaintance with forum. And, please, forgive me and delete this and other one my topics. This account may be deleted as well, seems i'll never use it again.
