Shitty ICOs, scam ICOs and rarely good ICOs.
If all ICOs were chose to be shut down, we might lose the good projects.

ICO literally means that they get the money (from investors) first, and then come up with a product.
At least in a start-up project, the product is already there.
In my opinion, ICO should be thoroughly filtered instead of simply putting it to and end.
There are good ICOs too

They have other promoting method like interviews and vlogs.
Bounty will always be existing, just that they evolve in methods

Scammers are scattered all over.

IMO, KYC is a must for any ICO and exchange.
In fact, that is the whole point of KYC.
KYC for generosity campaign on the other hand, is pretty much useless and worthless.
Especially with the tiny amount of free token that they give, it is too much of a hassle.
