It sounds like you need to do a lot more research before considering making an announcement. Running a bounty efficiently, ensuring that you get the maximum benefit for your project takes time, effort and a pre-determined amount of funds. First step would be to announce your project and what is all about before starting a bounty campaign. You need to build up interest in the project first, otherwise the only people applying to join the campaign will be serial bounty hunters who bring little to no value. Get the basics sorted first and then develop your bounty campaign. The links mentioned in the above post will point you in the right direction for that, and ensure you don't fall foul of any forum rules.
