if you missed the opportunity to sell at significant levels for a coin, then keep hold till the end. those people who sold very cheap then when growth begins again they will buy more expensive

Bounty can help both new ico and coins that are already existing in the market, for new ico, it will create awareness for people to invest in the project and for the existing coins on the exchanges, it will make people to know about the coins and their project, it's not really about the market price for the existing coins, it's about letting more people to know about their project.
You perfectly noticed about the existing coins. I think that the bounty companies should be aimed at attracting the audience for existing projects, but not for those that have not been created yet

I don't think the Governments doesn't likely hate crypto.. They just put an action to anything that may have a threat to their society and end it before it could harm their place..

I think it depends also by number of investors because this number is index of potential exchanges and therefore gives an idea of potential earnings of an Exchange.
and if the number of investors is large but no one wants to sell, so what happened then. I think that the number of investors is not a criterion at all. project potential is one of the main factors

Last year was bad for team who think that have a good ICO Smiley All who want to raise and have something solid in own project got all planned (or bit less) money for further development. But greedy can't raise enough. I think 2018 was sobering for euphoria from 2017. And it's good
anyway, I see that many projects expose an unreasonably high soft cap. seeing the idea of the project can be compared that they do not need a minimum of  20 million $ for development. but they set themselves a level and do not reach it
