It's totally scam and after you paid, you paypal is closed in 2 weeks. ALso you can not take your money from paypal. They do not provide any document for you. This cheap service cost me around 3000 USD !!

At the end I setup a company in the us and I opened a real bank account and I deal with paypal. But I also paid 3500 USD for all these. AT least my paypal works now.
