It's down for everyone according to this website that checks its status for you. Occasionally blockchain.info goes offline so dogechain.info will probably go offline sometimes. The arkenstone was a giant diamond featured in the hobbit. Thorin Oakenshield's family had it stolen from them by Smaug the dragon. I hope this coin does better than the hobbit coin because it's either dying or dead.
