I'd be very surprised if this were a scam. I've used Coinpayments before and they're as legitimate as it gets as a Bitpay competitor. Like Bitpay, though, if you don't give a good fee it gets all weird with refunds.

Make sure you fill in the support ticket, check also with the merchant to help follow up. I doubt they will scam for $4.

I note that they're quite happy to accept that amount as a payment and then forward it on to a merchant. Surely, with their "fee rates", they wouldn't be able to send the money to the merchant either! Roll Eyes

It's fairly obvious from the PaymentID that their systems says it timed out... it's also fairly obvious from the TXID (and Send To address) that the address was sent 0.00064 (which they have since spent!)

Unfortunately that is too small of an amount to refund since the coin TX fee to send it to you would be more than the refund amount. Make sure you have read the Tiny Refunds section of our ToS.

Also, you've given them the wrong txid... you've given them the one for the 0.00065 amount, that confirmed and was paid to vpscheap.net right?

I suggest you log a support ticket with coinpayments.net then... it would appear they certainly don't make it easy tho...

You have to go through their terrible support wizard here: https://www.coinpayments.net/supwiz and answer a couple of questions (click the answers that say "this didn't answer my question" and "not resolved") to get the "support code"... otherwise they say they will just automatically close your ticket

Then give them any payment IDs, transaction IDs, merchant details etc... and ask them why there is no refund when the email said the payment had timed out.

There are however a few exceptions:
Double check your transaction numbers and payment addresses, a common error is creating two transactions. Paying for one and not the other. Make sure to check the transaction ID's to the payment addresses you sent to.
If you are sending your coins from an exchange they may not have sent the funds yet. So please check with your exchange to see if it was processed; if it was, you can provide us with the blockchain txid and we can look for it, as long as it was sent to our wallets.
If your coins have not yet confirmed (such as if you didn't pay any/enough TX fee), you should still receive an automatic email after they have confirmed. If you haven't received an email 8 hours AFTER your coins confirm you can reply to this ticket with a refund address and we can send them back to you.
The other would be is, if you are sending from a wallet is not synced, you will have to wait for the client to catch up and send the payment. If it does send, you can provide us with the txid for it as well, and we can look into it, as long as it is sent to our wallets.

It would seem that your issue isn't really with coinpayments.net... but with vpscheap.net.

As per the response from coinpayments.net, if the merchant (ie. vpscheap.net) has not included your email in the API, then there will be no refund showing as due to your account.

I'd suggest you contact vpscheap.net and ask them to explain.

From your message I can see mistake is your. Your transferd amount is 0.00064 but requirement was 0.00065 btc. That means they will not receive your payment. Because vpscheap.net used coinpayment API to receive fund. Coinpayment API system is different from others. After genarate address there is a limits of time and fund should be accurate. If you send fund after timeout than fund will not receive by coinpayment. If you send fund less or higher than fund will not receive. Whatever wallet you used that's not fact. Problem is with API that are you using. In this case payment will refund to you, they will send a refund link to your mail. Some time if you didn't check refund link than it's not possible to refund. Some times happens this. Better you contact with vpscheap.net .
