If it is Asus or Gigabyte I would pay 220-250U$S, if not, 180-200U$S.

You should use Sapphire Trixx or MSI Afterburner and create some profiles. For example, with my 5850 I set the clocks at 1000/300 for mining, the fan at 100% speed and I've C'n'Q activated. When I want to play I set the clocks at 765/1000 and the fan speed at Automatic. When mining the CPU frequency is set at 800MHz and when its required it grown to 3GHz

If you want to use the PC while it's mining you should set a lower % of GPU usage. On Phoenix miner, set AGGRESSION=8 or less. Don't know with other clients.

Sempron 140 is the best choice, but if you want to give a new "life" to that mining rig in the future, I recommend Athlon II series.

Sempron 140 (U$S38) is the best choice, but if you need more performance, you should go for an AMD Athlon II 255 x2. Motherboard, I suggest Gigabyte. There is a cheapest one, GA-M68MT-S2P (U$S49).
