Hi, Thank you, my friends for your help ! it's really appreciate.
I finally succeed...

The answer is not easy to explain, but to be simple :
- shutdown
- unplug all cards
- run the computer (with the graphic output from the motherboard)
- completely reinstall windows 10,
   from the menu update&security/recovery/Reset this pc
   (so i have a fresh & clean new windows10 up to date, without my apps or settings)
- shutdown
- plug only 1 graphic card
- reboot
- let windows install the drivers
- reboot
- try to run mining apps, (it work great)
- shutdown
- plug the others cards
- reboot
- let windows install the other cards (long time)
- set the virtual memory to 32000-64000 GB
- reboot
- try to run mining apps, (it work great with all 9 gpu)
- i try to reinstall "Afterburner 450", and surprise it work great, overclock my gpu, very easy.

now i can add my other cards to go to 13gpu nvidia 1070,

what we can learn from this:
- if something don't work and we don't know why : FORMAT C:/ and completly reinstall windows...
- to control, it's better to use the graphic chip from the motherboard, to avoid losing graphic power when mining
  on asrock in bios enable the option "IGPU Multi monitor" "keep the graphic chip from the motherboard active even if external graphic is pluged"
- in asrock bios, pci-e to "auto" is ok, "GEN2" is not necesary,
- if mining apps don't work, like claymore or ethminer, you can still use something else like zcash,

yes, evlo, as you said, set the swap to 66GB it's a good idea

I switched the bios PCIE "GEN 2" to "auto", that mean i get back to the original settings for the motherboard, and my 9th gpu is recognized.
but my miner apps are still not working ? : (

maybe a nvidia driver trouble  ?

cpu: as i said before, you right maybe this cpu is too low for 13 gpu, (i can change later) but my trouble now is to run the 9th gpu..

Make sure Windows 10 is v1709 if it's anything prior to "Fall creators update" it wont see all 13 GPUs. Ensure the latest drivers(which it seems you have). Additionally make sure Asrock BIOs is set correct to enable 4G Decoding, and set every PCI-E lane to "GEN2". if all that still doesnt get you 9 GPUs then check the risers you are using, trying a different riser or different PCI-E slot.

windows : I have version 1803 (os build 17134.191) 2018 (win 10 pro 64bits)

cpu: i think you right "cpu celeron g3900 2.80Ghz" is maybe too low, if i have a perfomance drop i will change.

HIVEOS: is interesting, but i will try to keep Windows, more easy for me.

bios 4G decoding : i dont know what is it, but look like "Above 4GB MMIO BIOS assignment" was ENABLED by default. (check the pic below)

the answser is !
bios PCI-E to "GEN2" : on asrock motherbord is auto by default, i changed it to "GEN2" and my 9th gpu is reconized.

to show you the setting for the asrock motherboard. (this screenshot is not mine)

This done, now my windows10 can see more than 8 gpu !
BUT my mining apps doesn't work anymore ... !!

For exemple :
Claymore's Dual Ethereum+Decred_Siacoin_Lbry_Pascal_Blake2s_Keccak AMD+NVIDIA GPU Miner v11.9 - Catalyst 15.12-18.x - CUDA 8.0_9.1_7.5_6.5
(worked well before with 8 gpu).
now, close automaticly after the 2nd line :
"ETH: 7 pools are specified"
"Main Ethereum pool is ..."
and close
claymore should check "AMD OpenCL platform ..." and after Nvidia

(same for ethminer)

I try to disconnect 1 gpu, back to my 8 gpu, but still not working...

I try reinstall the old Nvidia drivers 388.13, or 391.24, and reinstall 398.82-desktop-win10-64bit-international-whql.exe
nothing work,

maybe i should not change all the bios PCI-E to "GEN2" ?
but which one ?

Hi,
I'm new here, I try to do a rig with :
windows 10 pro 64bits,
ASrock H110 Pro BTC+,
13 gpu Nvidia 1070 msi,
celeron cpu g3900 2.80Ghz
alim 1000watt and 2000watt
4Go ddr
13 pci, 13 cables...

But I can't add more than 8 gpu, the 9th is not reconized....
in "peripheral manager" i have only 8 nvidia.

After all my research 13 gpu nvidia on windows is possible, since the "windows fall update" and the last Nvidia drivers.(ref links below.)

for overlock look like Afterburner block to 8 gpu, but not NVIDIA Inspector.
so I uninstall Afterburner.
set virtual memory set to 16000go (dont know if it help)

For now I run perfectly only 8 gpu because only 8 is reconized by windows.
with the last Windows update (we are the 3 august 2018) and nvidia drivers 398.82-desktop-win10-64bit

(for the record 13 gpu is easy with linux, maybe Ubuntu, but i dont know how to use it, and i want keep Windows it's more easy for me.)
(for the record 13 gpu on Windows can also be archive with 8xAmd +5xNvidia or reverse as long is a different manufacturer, but i want use 13x1070 Nvidia)
