There might be a possibility that it really is a scam. But usually they're getting smarter as well as some of them build fake profiles just to fool investors into thinking that they indeed has a good public track record. It will always be better if they're active in social media and observe the community he's currently in to. It'll pretty much tell you if they're real or not. A working product right away isn't always necessary though but I agree that it would definitely entice more investors if they can show at least a minimum viable product.

Most ICOs doesn't have that though. They promise big but they can't show anything to support what they're claiming that's why I'm being careful on ICOs I'm choosing.
