What happened::

I bought 2 azure accounts from this guy yesterday and paid him in BTC.  No response since and no accounts.

i bought 2 Azure accounts from this guy yesterday and he has not delivered yet.  He keeps giving me the run around in Skype posts ("I'll get it later" kind of crap).  Let me know what kind of evidence is needed, if any, to officially report this.

BTC for the accounts was transferred to his wallet yesterday 1Ppe763v6x5nRodAbXHbGcSX7eNEpX6dNc (.023 BTC)

Is there a particular thread I should post this in? I paid this guy for 2 Azure accounts yesterday and he has gone dark. My mistake but I don't want other people to get scammed too.

I  buy 1 azure account and 1 bing ads account from this guy. So far it's looking like the accounts don't work. I'll give it him a chance to respond with good accounts b4 I report him as a scammer
