It always depends on the project and on its development perspectives. Not all the ICOs are bad but actually the best Ico projects are not moving  due to the bear market.

If you want to be safe and make an investment while learning how the crypto world works, I think it's better to buy btc and eth. Perhaps someone has already said it, in which case I confirm.

It all depends on the project and how the sale is organized. For example, the recent sale of btt is very interesting because those who bought in pre-sale paid more than those who bought later: it's a new way to approach the ICOs. I'm curious to see who will follow this model.

It depends on the project and what you mean by a short or long term. For example, Ethereum did not explode immediately, indeed for a long time the price remained static and low. If the project is valid, I believe in the long term.

Also I am convinced that this is the time to buy. Reading around some chat are those who are waiting for a further dump but imo the point is not to buy the absolute minimum but in an area that allows you to bring home a decent profit. We'll see.
