If you are looking to create a site like Binance, challengy and want to partner with these platforms to obtain sufficient liquidity, then you may need to make some deals using OTC market.
You will also need to spend a lot of money on development, advertising and other things.

Yes I have the hard part cover of development, a site, advertising, making money, etc...

I need help with the compliance, legal, and accounting of creating a foreign business to trade on these platforms.

It's too risky if you are going to buy account to someone for Binance you can just register there without KYC but with a withdrawal limit of 2BTC.
If you want you can also make a full verified account there but it needs real documents.
If you are not going to trade with a big amount then the no KYC or non verified account is fine.

For Kraken, I do not have experience using them but I heard Kraken freezes account. I don't want you to use their service because of these threads below.

And there are lots of threads that telling Kraken is scam exchange but actually there are also many good reviews about this exchange the only problem is they forcing people for KYC and they are too strict. Unlike other exchanges like Binance.

I run a new trading firm. We are looking to pay a professional.  I know it is possible, but I can't find an accountant.

Re Kraken: Kraken is legit and probably the best exchange on the market right now.  I'm very familiar with the folks there and they are some very smart guys.

Hello Bitcoin Talk,

I'm American (and French) who resides in America and owns an American company for trading.  I want to get on foreign crypto exchanges like Binance, Kraken Futures, FTX, etc to trade crypto spot and future.

How can I legally get on these exchanges to trade?  I believe I need to open a foreign corp and have the registered agent upload their documents to KYC.

If anyone knows of an accountant or service who can help me, please let me know.
