What exactly are you looking for: someone who gets him on the phone, or someone who delivers him to your doorstep? $1900 sounds like an aweful lot of money if you know his address already.
Just an idea: have you tried sending him a letter?
The person refuses to talk, I need someone in Canada to take matters in their hand. I will be sending them letter through a lawyer tomorrow (Monday), and the kind of money I have quoted, it is because of kind of money involved.
