2. Approximate amount of money requirement for ads and for any other possible expenses.

Yeah, so basically we would be setting up and managing the ads for our clients on your account and you would get paid 50$ + the ad spend + a percent of sales from the ads.
You need to have a Google account, way to pay, and a way to setup. As soon as the ads start spending you would get paid budget + profit immediately so as to alleviate trust issues.

Only a Google account is required, owning a Google account is really easy, you can have a large number of these accounts without any problems. Why do you pay someone $ 50 a day just to do this simple job? Is there any way for you to profit here? Is there a country required? I can work with you if you can answer my questions and there is no illegal here.
