This page has a guide, just buy 1 resistor. If it doesn't work with 1 - try 3. Works perfectly fine here.
That works only on older cards which have DVI-I outputs. There are no pins where to connect those resistors in DVI-D connector of R9 290 because it is digital only.

Hi, I'm the guy who sold that dummy plug from the link. It was one of the first dummy plugs I made for myself and just sold one remaining to see if it goes. Then I made 30 more DVI-D and 20 HDMI plugs with more serious construction and sold them in less than a week with no more parts left. Now I received a LOT more parts and factory made PCBs so I can make much more of them. I sell DVI-D ones too. But personally, I like HDMI plugs much more as they are a lot smaller and better construction. Basically both types are the same except the connector used and board layout.
