DOGE is a blockchain coin a fork from Litecoin built on Scrypt.. has significantly lower fees than Shiba Inu which isn’t even a coin it’s just a simple ERC20 token based on Ethereum network with insanely high fees… DOGE is better for any real world adoption but Shiba is good at market and flashy shit that does very little.
If you look at the difference between Dogecoin and Shiba Inu of course Dogecoin wins in this case because it has many advantages over Shiba Inu, that's why Dogecoin is still much better than any meme on the market today so if someone likes memes, then the choice is Dogecoin, not the one other.

True. Actual networks do always have more utility than just tokens.

What is PAW?
PAW is a decentralized digital currency that offers near-instant settlement (<1 sec) and energy efficient transactions while the costs are zero. It’s also building on a new reward model that allows for rapid growth of the network while using TGS for consensus.

Unlike Proof-of-Work which incentivizes the network growth indirectly through block rewards, Proof-of-Growth is directly incentivizing the network growth. Similar to mining, every 10 minutes a new $PAW reward is made available and shared among all participants who contributed to the network growth in various forms (e.g. the invitation of others to the network).

TGS is a consensus model in which users pick a tribe that will decide on their behalf on the legitimacy of a transaction. For every transaction tribes will gather and decide if a transaction is valid. The transaction will be added to the network when 67% of the tribes agree on the validity. A tribe’s decision weight is determined by the amount of PAW it represents.

PAW’s distribution model
Total supply: 340 billion $PAW
80% - 272 billion $PAW: Proof-of-Growth rewards
10% - 34 million $PAW: Expenses
10% - 34 million $PAW: Development

Expenses include: exchange listings, serves and other bills
Development: pays for the continuous development and is split among all active developers or contributors.
